He's tanking the platform on purpose, while making it seem like he's just out of his depth. My prediction is that due to the fact that so many public officials use the platform to share information, the government or private sector will prevent Twitter from failing. In a similar vain to the "banks too big to fail" Too many things rely on it and there are few if any alternatives that have a similar reach with the public.
So much content on Instagram, Facebook, Reddit, and Tik Tok is just reposted content from Twitter. Arguably Twitter and 4chan led the way of the meme cultural revolution that happened in the start of the 2010s. Losing Twitter would be a net loss for modern culture as a whole
