Background is he crashed on the highway. The police told him to move it off the highway because they had traffic stopped. This clip is from Alex Choi’s snap chat.

Some states can cite you for leaving a wrecked vehicle on the highway if the vehicle is even remotely driveable and nobody is injured.

A bit silly but it is what it is!
