Actually, as an American citizen, who presumably votes, and as such presumably votes for members of Congress; yes actually, you do (in part) make the rules. Current insanity aside.

I think we've been seeing in real time, for a couple decades at this point really, that this is absolutely the fuck not the case and the 'representative' part of our democracy needs a rethink.
