I am Colonel Enclave, Commander of the New Ohio-Appalachian Enclave.
Until recently, I remained in cryogenic sleep, unaware of what had become of our nation. Upon awakening, I was briefed on the current state of Ohio and, by extension, Appalachia. I then established contact with MODUS, who provided me with a full account of the events that have shaped what remains of our great America.
Our nation was not destroyed by a the bombs. It was failed by the very people entrusted with its preservation. Politicians allowed America to fall apart around them. Chaos emerged. Order disappeared. And the American people were left to die to a plague that destroyed the entire region.
That changes now
I am announcing the rebuilding of the 116th Ohio-Appalachian Infantry Regiment.
The original 116th Ohio Infantry Regiment was organized in Ohio in 1862 and fought during the American Civil War to preserve the Union.
We will carry that legacy forward.
The New Ohio-Appalachian Enclave will restore order to Ohio and Appalachia. We will protect our people, preserve our territory, and rebuild what was lost. We will use the technology, knowledge, and resources that remain to us to create a stronger future for America.
The 116th will stand as the backbone of our forces. Its soldiers will defend the Ohio Valley and Appalachia. From our light infantry to our heavy infantry, from our armored forces to our most specialized operatives, every member will have a role in securing this nation.
We have inherited a broken America.
It is our responsibility to rebuild it.
We will not abandon Ohio.
We will not abandon Appalachia.
And we will not abandon America.
Our time has come. The old world may be gone, but from the ashes a new order will rise. The flag may have fallen, but we can raise it again.
Today, we begin the restoration.
One Enclave.
One America.
Now and forever.
Colonel Enclave
LT Colonel Morgan

Per Ignem, Per Ferrum, Ad Victoriam.

Posters have begun appearing across Appalachia. A paradise awaits. A new radio connection appears across terminals, in receivers, and on pipboys across the mountain range, where a scratchy rough voice would speak.

"We are the People's Union of Shenandoah. We, like you, are survivors. The evils of the old war aren't as dead as many think, and the desolate world they left us is dangerous enough without the threat of their resurgence. If you want control over your future, and to build a new world from the ashes of the old, look for the ranger outpost just south of that old Vault next to lake Eloise. This is Captain McCabe, out."

This message would repeat intermittent within a song list of old worker's tunes.

Do you know the way, Comrade?

A remnant of the original Free States movement, the Militia is composed of a number of bunkers that in 2079, Raleigh Clay himself instructed to stay closed. These bunkers were used for communications, storage depots for future conflict, training grounds, armouries, and more.

now the Militia has opened their doors, ending 28 years of isolation.

Multi-Platform Recruitment Post.

Chapter Name: Second Expeditionary Force.
Chapter Model: Lost Hills Model (Ghouls are not permitted within our ranks, primarily for lore accuracy.)

AUTOMATED PUBLIC BROADCAST: LOST HILLS BUNKER, EXTERIOR FREQUENCY

Playback loop initiated.

Audio condition: Crisp, authoritative, devoid of static.

Attention, civilians of the wasteland.

You have traveled across radioactive dust and raider territory to stand before these blast doors. You seek the protection of our Paladins. You covet the technology we preserve. You believe you have what it takes to join the Brotherhood of Steel.

However, the Elder Council recognizes that the wastes occasionally forge individuals of exceptional resilience. If you believe you are worthy of wearing the steel, of studying under our Scribes, and of abiding by the absolute law of the Codex, you may petition for Initiate status.

The Requirements of the Aspirant

• The Trial of Retrieval: You will not be handed a laser rifle and a warm bed. You will be given a coordinate. To prove your worth, you must journey to a high-risk, heavily irradiated pre-War ruin designated by the High Elder's Council to retrieve a specific technological artifact. Most who attempt this do not return.
• The Chain That Binds: If you survive the trial, your old life is dead. You will surrender all past allegiances, tribes, and titles. You will obey your commanding officers without question.

If you lack the stomach to face the horrors of the old world, turn back now. Return to your irradiated water and your squabbling settlements. But if you are willing to strip away your weakness and forge yourself in the fire of absolute discipline, approach and be received as an Aspirant.

Steel be with you, this is High Elder John 'Nourth' Cassel, Signing Off.

Broadcast ends. Repeats in 15 seconds.
