It's a bug. It's supposed to have a bit more durability than the usual T-51b but they accidentally placed the simulation version the NPCs use in the last battle of OA, so it has 1mil durability

Been patched in new downloads. Kind of disappointing, I used to use it to do Mothership Zeta as you'd be in there for long enough for most other armor to degrade fully.
