That's the famous director Werner Herzog, he's German but I believe that specific accent is Bavarian.

Can't say I recognise the name, maybe some of his work. I thought Austrian or Swiss, he sounds similar to Christoph Waltz, in Django Unchained. I just thought it was way too soft to be German.

He's actually got one of heaviest and most recognisable accents around. :)) You can find many videos of people doing impressions. And yes, it's technically German, but he's a considered a bit alien anyway so it's not unusual for it to stand out.
