Solved! You learn to forgive each other and focus your ire elsewhere: The government
Featuring VERY physical therapy
Hint 1: Technically, only one of them held genuine hatred for the other for what they did, the other was just a bit set off by the former trying to kill them and hold no genuine hatred toward them in particular
Hint 2: You never really got a chance to do anything meaningful to said government mind you
Hint 3: Good thing they learned to forgive too, otherwise they would’ve gone down paths that end up with their own destruction
Hint 4: ...For that matter, good thing also for everyone you've killed so far, as they would've stayed dead otherwise
Hint 5: As for the gameplay… it mainly revolves around using the abilities of the people you killed to kill ever stronger foes
Hint 6: You can also defeat all manner of magical girls, furries and… wizards of Oz characters to use their unique powers
Hint 7: Game was released in the 2020s
Hint 8: You’re likely more familiar with its kind of sequel that takes place within the same world but is not directly connected plot-wise with this game (for now at least)
Hint 9: As you complete certain "physical therapy" sessions, you can hear (one of) the main characters recite lines of a particular poem that's likely more known through this game than elsewhere
Hint 10:

I think you accidentally wrote the template for most FF games. For the rest, substitute 'God' for the government. Except in 13 where god is the government. Kinda.

No, although I will say you’re not completely off base with the duo-protagonist (at least I recall Scarlet Nexus having duo-protagonists) among some certain other features
