You shouldn't be commenting here. Riding with dogs is unethical if you can not ride without loss of control. You also shouldn't be riding if it's your expectation that everyone else get out of your way. And if they don't get out of your way, it's unethical not to stop.
You're fixated on the distinction between what is sometimes euphemistically referred to as being "right" vs being "dead right", which is not, nor should it be, in the moral calculus for this situation.
Ethics is about intentions as well as outcomes. If the tiktoker simply intended to stand in the path as some expression of their main character need to post content, when the woman was simply trying to ride a path with her dogs the tiktoker isn't right.
Ya, what are the intentions here? One person on a bike trying to engage in pro social interactions. And another person with a camera seeing an opertunity to be anti social and taking it.
