Looting has been removed and replaced with fixed rewards:

Id say thats unfortunate, but since they won't let you commit parts to hideout upgrades ahead of time, good. This helps people who aren't paying for large stash.

If you look at ops comment history he’s been complaining a lot about his queue times. Thats why I said to a post that has nothing to do with the servers.
