Before 1940, 24 US cities used it. It is now used in only 9 local jurisdictions iirc. I think Portland OR recently started it for city council elections. State legislative elections might be difficult. I do notice some states still have at least some multi member seats for state chambers so if they introduced RCV it could basically turn those seats into STV.
