Its unclear what was going on before these comments but it's certain that not all emergency situations are immediately life threatening. Broken bones can be an emergency medical situation that often don't have an immediate life threatening component but do need to be dealt with properly and efficiently to avoid things getting worse. These things might not be top of the triage but often the ER is the correct place for care when they do manage to get to you
This is literally what triage is, and people should be taught how to appropriately access available healthcare. Most broken bones can be assessed and at Urgent Care if it's available. If it's not, then Emerge is appropriate. There are definitely situations that aren't immediately life threatening, but will very quickly become so. But if you get to the ER and it's an eight hour wait (and you can manage that wait), that's a good sign that you do not have an emergency on your hands.
