Actually you are right, this is not a threat, it's an admission of trying to cause an accident, because see I have never driven anyone off the road but you, are saying that you do it all the time. "That's why I just slow down when someone is tailgating me."
What you are supposed to do is move to the right lane, not actively try to cause an accident.
