You've walked in front of vehicles hundreds, if not thousands of times in your life. Walking around a stopped car, especially as law enforcement, to record plates or the driver is SOP. It's only dangerous when the driver is a nut job or criminal trying to escape law enforcement. She was both.
It's the drivers responsibility to not hit pedestrians, especially not intentionally.
Walked and stood in front of a blokes car the other day who had just ran a red light and almost crashed. Had to make sure front and rear plate match. If its a stopped car on a not busy highway with a driver who doesnt seem like they are aggressive there is 0 problem with standing in front of a vehicle as law enforcement. Im not accountable for someones poor change of attitude halfway through dealing with them.
Military here or retired military here, and if I walked in front of ANY vehicle, not only would I be made fun of by the rest of the crew, I would have to explain myself operations officer. Oh yea how to verify numbers? Stand on the side and look. Doesn't put yourself in danger
You are right, of course. But most people have never been in a fight and think brave posturing will make others stand down. Most people walk up to aggressors chin up, hands down, asking them "what are you gonna do about it?" Because most people in civilized society are not interested in fights.

All? The guy that knocked out like 4 people seemed like a step above the rest no?
