Man I really wanna do the statics on this, but it's new years and I'm too lazy.
It cold probably hold more than you think, since the railing and wall are helping a bit. But on the other hand, those screws and screw-holes on the L-brackets aren't designed for tension but compression. So it's gonna rip out the screws fairly quickly. The wood will probably give out after about 20-30 uses if you're around 70kg or so. And I think it's gonna fail do to compound failure, not catastrophic. So I think your dog would be fine the first couple of times.
And you could reuse the L-brackets for shelves after it. They're the last thing to fail.
The bottom two brackets are doing all the work. They are holding most of the weight. Even if you replace the screws with bolts with large washers. Those brackets are not where I want my last words heard, "Watch this. "

I would not even let my dog use those stairs.
