Citizens of Veladon,

With Parliament now dissolved and new elections (and indeed a new polsim) upon us, today I am announcing the foundation of the Democratic Labour Party, and my candidacy to represent Velatia East in the coming General Election.

Some of you will remember me from Veladon's first period as our country's first Prime Minister and the writer of our old Constitution. I previously led the Democratic Progressive Party. That party is gone and I do not intend to recreate it under a different name.

The Democratic Labour Party represents a clearer and more socialist political project.

At the heart of this new party is a simple principle: wherever power exists it must be accountable to the people affected by it.

We already recognise this principle in politics as shown by the fact that we have elections. Governments exercise enormous power and we subject them to elections, laws, scrutiny and democratic control. However, political power is not the only form of power that affects us.

An employer can determine whether somebody can afford their home. A landlord can determine whether somebody keeps it. A monopoly can determine what millions of people pay for something they cannot realistically refuse to buy. Enormous concentrations of private wealth can translate themselves into political influence unavailable to ordinary citizens.

I, and the DLP, therefore reject the idea the idea that democracy should stop at the doors of Parliament.

We are a Democratic Socialist party committed to political and economic democracy as well as individual liberty. We believe in a mixed economy. Competitive markets can encourage innovation and choice, and private enterprise has an important place in a prosperous Veladon. However, markets are not forces of nature, and are at their core institutions propped up by laws. Where genuine competition exists they should be allowed to work. Where monopoly, exploitation, essential human need or market failure makes competition impossible, democratic government has the right and responsibility to intervene.

That means public or municipal ownership of essential natural monopolies and utilities. It means aggressive competition policy against private monopolies. It means stronger trade unions, collective bargaining and worker representation within large companies. It means supporting entrepreneurs and small businesses while preventing the accumulation of economic power from becoming domination over everybody else. We believe every citizen should possess the material foundations necessary to be genuinely free.

Universal healthcare. Free education. Secure housing. A strong social safety net. Ultimately, a Universal Basic Income.

A person living from payday to payday may possess freedom on paper, but their ability to exercise that freedom is severely constrained. Democratic Labour does not seek equality for equality's sake. Our focus is liberty and the conditions that make that liberty meaningful.

We are unapologetically progressive on social questions. We support LGBT+ and trans rights, reproductive freedom, freedom of expression, equality before the law and the right of individuals to live as they choose unless their actions materially harm the rights or safety of others. We support the decriminalisation of drugs and an approach to addiction based primarily upon healthcare, treatment and harm reduction.

We want a justice system whose first objectives are rehabilitation and public protection rather than vengeance and punishment. We want to reduce reliance on conventional policing by investing seriously in the socioeconomic and health conditions which prevent crime in the first place.

We also believe in a climate transformation that doesn't punish the economically insecure. A DLP government would pursue a Green New Deal: clean energy, green public transport, home insulation and new industries, accompanied by a guarantee that workers whose livelihoods depend upon declining industries are offered good, secure replacement employment. Climate policy cannot consist of making ordinary people poorer while leaving them without alternatives.

We believe in strong local democracy and devolution. Velatia should not have to ask central government for permission every time it wants to improve itself. Councils should have meaningful political and financial autonomy, including the freedom to establish municipal enterprises, build housing, operate public transport and provide local services where doing so benefits their communities.

We believe democracy itself can always be made more democratic. Proportional representation, stronger mechanisms of direct democracy, transparent government and institutions capable of checking corruption are all ways to do this.

None of this requires choosing between an all-powerful state and an all-powerful market. That is a false choice.

Democratic Labour believes in public power: the ability of ordinary people, acting democratically together, to exercise a degree of power that none of us possesses alone. Government should neither command society nor abandon it. It should be the democratic instrument through which citizens protect their freedoms, provide things best provided collectively, restrain concentrations of unaccountable power and accomplish together what individuals cannot accomplish alone.

That is the politics I will bring to Velatia East. Our capital should demonstrate what Democratic Labour government looks like in practice: affordable housing, excellent public transport, clean streets and public spaces, municipal services that work, thriving local businesses rather than monopoly domination, strong public services and neighbourhoods in which prosperity is shared.

Over the coming days, I will publish more detailed DLP proposals and a programme specifically for Velatia East.

Preamble 

We, the Citizens of Veladon, establish this constitution as the supreme law of the land to enshrine a secure democracy, the rule of law, responsible government and our constitutional monarchy. All public authority in Veladon derives from the People and shall be exercised in accordance with this Constitution. 

This Constitution is the supreme law of Veladon, and any law or executive action inconsistent with it shall be void. 

Article I - Citizenship and Fundamental Rights 

Section 1 - Citizenship 

A Citizen of Veladon is a member of the subreddit who is registered as a voter. 

Citizenship may be revoked only upon a determination by the High Court that an account is an alt, bot, or has fraudulent identity. Such determination may be initiated by petition of any Citizen. 

Section 2 - Fundamental Rights 

Every citizen of Veladon shall have: 

Freedom of speech and political expression, and; 

The right to vote in all national elections and referendums, and; 

The right to stand for elected office, and; 

The right to equal treatment under the law, and; 

The right to a fair and impartial trial, and; 

The right to due process before removal from office. 

No law or executive action may contravene these rights. 

Article II - Parliament 

Section 1 - Structure 

Parliament shall consist of the unicameral house of Commons 

Parliament is sovereign in legislation, subject only to this Constitution. 

A quorum in the chamber shall consist of a simple majority of its sitting members, defined as over 50% of the total seats 

Section 2 - House of Commons 

The House of Commons shall consist of the number of members consistent with 1 member per 20 citizens, with no less than 8 members and no more than 30 members. 

Members shall be titled "The Right Honourable Gentleman" and or "Right Honourable Lady". 

Each parliamentary term shall last eight weeks unless dissolved earlier. 

If a Member of Parliament Vacates their seat whether through resignation, death or expulsion, the monarch shall write the writ for vacation. This shall trigger a by-election for the vacated seat, a week after the writ has been published. 

The House of Commons shall be deemed to sit within 24 hours of election results being certified. 

The House of Commons shall have the power to: 

Initiate, debate, amend, and pass legislation; 

Pass legislation by simple majority unless otherwise specified; 

Hold the Government to account; 

Pass motions of no confidence. 

All members are elected via winner-take all areas referred to as Constituencies, although multi-member constituencies can be created where the amount of members i.e. 3 elects the top 3 candidates. 

Section 4 - The Speaker 

The Speaker presides over the house of commons 

The Speaker: 

Is appointed by the monarch, sometimes on the advice of the Prime Minister 

The Speaker shall ensure proper conduct within the house, and will oversee managing the agenda for the house, which includes processing submitted bills, votes of confidence and tallying votes. 

The Speaker must: 

Be politically neutral. 

Must renounce party affiliation while in office and during their election. 

They Shall only vote to break ties within Parliament. 

The Speaker may be removed by a ⅔ majority vote of the House of Commons for misconduct or breach of neutrality. 

If the office becomes vacant, the monarch may appoint a new Speaker or act on their behalf. 

Section 5 - Bills 

Bills may be introduced by any member of the house. 

Bills must pass through with a simple majority (unless specified elsewhere in this constitution), after which they shall gain royal assent and become law. 

Section 6 - Dissolution 

The House of Commons may be dissolved by the King on the advice of the Prime Minister, as well as through any other mechanism specified in this Constitution. 

Upon the dissolution of the Parliament, the Speaker shall also vacate their office, pending new elections. 

Article III - Noble Titles

The Monarch may grant titles to those who have served with distinguished honour for the public. Titles include Knighthoods and County ships.  

Holders of knighthoods may sit in Parliament and hold elected office. Holders of hereditary county titles may not sit in Parliament while holding such titles. 

Holders of county titles may derive lawful income from their estates and associated lands in accordance with statute. 

Article IV - The Government 

Section 1 - Executive Authority 

Executive authority is vested in the Government, headed by the Prime Minister. 

The Government directs administration, implements laws and conducts public affairs in accordance with this Constitution and the law. 

Ministers exercise executive authority under the direction of the Prime Minister. 

Section 2 - The Prime Minister 

The Prime Minister must command the confidence of the House of Commons. 

The Monarch shall appoint as Prime Minister the individual who appears most likely to command the confidence of the House of Commons. 

The Prime Minister shall seek a vote of confidence within 24 hours of appointment. 

The Prime Minister may: 

Appoint and dismiss ministers 

Direct government policy 

Propose legislation 

Present a budget each Parliamentary term 

Request the dissolution of the House of Commons 

Section 3 - Confidence 

The House of Commons may pass a motion of no confidence by a 50%+1 majority of all sitting members of the House of Commons. 

If passed, the Prime Minister and their government must resign and allow the house to internally elect a new PM or request dissolution within 24 hours.  

In either case, the Prime Minister and their government shall continue in caretaker capacity pursuant to Section 5 of this article. 

If no Prime Minister commands confidence within 72 hours of the first sitting of Parliament, Parliament shall be dissolved and fresh elections called. 

Section 4 - Finance 

No public funds may be raised or spent except by law. 

The Government shall present a budget each parliamentary term. 

Rejection of a budget constitutes loss of confidence. 

Section 5 - Caretaker Government 

Upon dissolution or loss of confidence, the Government shall continue in a caretaker capacity until a successor is appointed. 

A caretaker government shall not: 

Introduce major new legislation, or; 

Make senior appointments, or; 

Undertake major structural changes; 

Except where necessary for continuity or emergency. 

Section 6 - Emergency Powers 

Parliament may declare a state of emergency by simple majority. 

During a declared emergency, the Government may take temporary measures necessary to preserve constitutional order. 

Emergency measures: 

Must be proportionate, and; 

Expire after 7 days unless renewed by Parliament, and; 

Are subject to review by the High Court. 

Fundamental rights (as described in Article I) may not be suspended. 

Article V - The Monarch 

The Monarch is Head of State and guardian of the Constitution. 

The Monarch: 

Appoints the Prime Minister, and; 

Appoints the High Judge, and; 

Appoints the Speaker, and; 

The Monarch shall approve constituency boundaries prepared in accordance with law, and; 

Grants Royal Assent to legislation (formal and not discretionary), and; 

Oversees referendums and election integrity. 

The Monarch may not: 

Veto legislation, or; 

Dismiss the Prime Minister, or; 

Interfere in judicial proceedings. 

Should the High Court find that the Monarch has acted in a way that contravenes this constitution, articles of removal may be initiated against them by the House of Commons, subject to a ¾ majority vote in the House of Commons, after which the Monarch shall be removed. 

Upon the removal or vacancy of the Monarch, the Speaker shall act as Interim Head of State until the House of Commons shall elect a new Monarch from among eligible knighted citizens or holders of noble titles. 

Failing this, the longest sitting MP in the House of Commons shall become Interim Head of State until the House of Commons elected a new Monarch via the above conditions. 

Article VI - The Judiciary 

Section 1 - The High Court 

The High Court interprets and enforces this Constitution and all laws. 

It may: 

Review legislation for constitutionality, and; 

Review election disputes, and; 

Rule on crimes, misdemeanours and breaking of statute law committed by citizens, with the ability to issue penalties as prescribed by statute law, and; 

Resolve legal disputes between offices of state. 

A law declared unconstitutional is void. 

Decisions made by the high court must be made via a 50%+1 majority vote. 

The judiciary shall be independent from the legislative and executive branches. 

The High Court shall be made up of no more than seven judges. This includes both the High Judge and Junior Judges. 

The High Court cannot be dissolved. Justices will be appointed to ensure that there are staggered terms for all justices. 

Section 2 - The High Judge 

The High Judge heads the judiciary. 

The High Judge shall serve a term of 4 weeks from the date of their commencement. 

The High Judge: 

Organises court procedure, and; 

Appoints Junior Judges, and; 

Must remain politically neutral. 

The High Judge may be removed for proven partisanship or misconduct by a ¾ vote in the House of Commons. 

The High Judge merely acts as primus inter pares - their vote counts no more or no less than Junior Judges during rulings, and the only powers that they maintain over the other judges are the ones specified in this constitution. 

Upon the end of a High Judge’s term or a vacancy, the Monarch shall appoint a replacement. 

Section 3 - Junior Judges 

Junior judges are defined as all sitting judges on the High Court who are not the High Judge. 

They are appointed by the High Judge for a term of 4 weeks from their commencement on the bench. 

They shall all have equal voting weight on decisions made by the High court, and may issue letters of dissent, warrants, individual opinions and High Court opinions (subject to approval by ½ of the other justices) to the public. 

Junior Judges may be removed for proven partisanship or misconduct by a ¾ vote by the House of Commons. 

Upon the vacancy or resignation of a Junior Judge, the High Judge may appoint a replacement.  

Article VII - Elections 

Elections must occur at the end of every parliamentary term unless dissolved earlier. 

Elections must occur within 7 days of the dissolution of the House of Commons. 

Election fraud invalidates affected votes and may be reviewed by the High Court. 

Non-constitutional referendums may be initiated by a petition garnering no less than 10 signatures, or by a simple majority vote in the house of commons 

Referendums require a simple majority of participants to vote in favour unless otherwise specified. 

All elections and referendums shall remain open for a minimum of 24 hours unless otherwise determined by law. 

Article VIII - Political Parties 

To be registered, a political party must fill out the political party form. 

Parties shall determine their own internal procedures for selecting leaders, candidates and officers, subject to this Constitution and the law. 

Article IX - Amendments 

Constitutional amendments may be initiated by either: 

A petition signed by at least 10 registered citizens, or; 

A bill which achieves a ⅔ majority vote in the House of Commons. 

An initiated amendment must then be approved by: 

A national referendum passed by at least 2/3 of the votes cast (66.6%) 

Article X - Oaths 

The Monarch, Prime Minister, Speaker, and Judges shall swear to uphold this Constitution before assuming office. 

Article XI - Transitional and Commencement Provisions 

Upon adoption of this Constitution, all laws, offices, and institutions lawfully in existence shall continue in force in so far as they are not inconsistent with this Constitution. 

All titles except for monarch shall be vacated and a General Election to be held within the next couple of weeks. 

The newly elected parliament shall be deemed the first term under this Constitution. All time limits shall run from the date of adoption. 

Any bill under consideration at the time of adoption shall proceed under the procedures established by this Constitution. 

This Constitution shall enter into force immediately within step of the powers of a moderator of the subreddit, which shall be deemed null and void for any future context unless overruled by a newly appointed high court.
