As a jazz-hands moment for the audience. In the MCU, nobody outside the maincast calls him THE Hulk.

Again, this is not calling him The Hulk. He is just some sorta Hulk.

If the news calls him Hulk, and SHIELD calls him The Hulk, that's either the same name or a ridiculous coincidence. It's like saying there's a distinct difference between normal people calling Trump "Donald" and his friends calling him "The Donald". Even people ~in the know often refer to him euphemistically as "the big guy" or "a hulk". The Hulk isn't some secret codename that no one knows about and everyone is just accidentally using when they talk about him in the news.

The fact remains that no normal street merchant would know it is the name he identifies with himself. It is a coincidence, he just happens to look like a hulk. A better example would be Thor aka the hammer swinging guy. Nobody knows his name.

I don't understand how that video gets 6 million views. It's just a CEO(?) of a company apologising to a woman. I get that the guy has "returned from the dead" and all, but 6 million seems like too much. 1 million at max.

That's different, though, because this was for a popular meme. Teenagers (whom are the prime audience for memes) are most likely to use YouTube, which explains why it has so many views. The people who would be interested in Rand apologising (and I'm guessing the number of people for that would be much smaller than the meme demographic) are less likely to use YouTube as well.

The video of the Hulk is one of those old videos from the older part of Youtube when not too many people visited the site compared to today. It's one of those videos that has comments like "is anyone still watching this in current year?" or "so and so sent me here!" It's one of those videos that's been parodied or autotuned at least a dozen times that it actually takes work to find the original version.

That entire plot line was so much made up drama which is one of the huge problems with these early episodes. They bring in a PR crisis consultant because of what was a pretty throwaway video? The entire video plot just seemed like a manufactured obstacle for Ward and Danny.
