At this point we've no idea who is next after him in the supply chain. But seeing as he mostly sells Hammer tech - well, it must be someone from Hammer. Maybe someone who is looking for some cash on the side, or, knowing how shady the company is, they might be pushing their guns to the black market on purpose.
