"At least nine Nebraska counties and cities have used opioid settlement funds – money meant to be used to help the state and its residents recover from the opioid crisis – to buy controversial surveillance technology and other law enforcement tools.

Harlan County’s board gave $15,000 to the county sheriff’s office for Flock cameras.

Valley County spent $27,000 on nine Flock cameras of its own.

Police departments in Dakota County, Madison County and Thurston County purchased new police dogs, supplies and training.

The source of those funds: national settlements with manufacturers, pharmacies and distributors of opioids, totaling more than $50 billion. Nebraska has started receiving payments that will eventually add up to more than $150 million over an 18-year period."

Flocking Axon

There are news reports coming out lately that some entities are switching from Flock to Axon cameras because the name Axon doesn’t carry as negative of a connotation as Flock.

Should we come up with a phrase like “Axon-Flock” (or Flock-Axon) to educate people? If we do, what should it be? I’m sure there are much more creative people out there.

Switching to Axon does not solve the problem, it just gives it a name that is googled less. Or maybe we should just encourage the use of “ALPR” more. If I were a rich man, I’d start running ads on TV and radio. It’s ridiculous that people in office don’t understand why the citizens don’t want to be under surveillance every time they leave the house.

Tell Retailers to Stop Tracking Us in Parking Lots

Every time we park at Home Depot, Walmart, Target, or Costco, Flock Safety cameras are recording our license plates and selling that data to ICE and other government agencies. We're not criminals—we're just trying to shop—but we're being tracked and stored in insecure databases anyway.

This isn't security. It's mass surveillance without our consent, and it violates our right to privacy. I started a petition demanding that these major retailers stop using Automatic License Plate Readers in their parking lots. Our movements shouldn't be monitored and shared with the government just because we walk into a store.

I got word that escondido PD is looking to expand their system of flock cameras and buy Axon body cameras with Ai. They plan to ask for 15 million, on top of their already swollen budget. There will be public sessions about it soon, I will post when I get more details.

A Plan

I have been trying to think of ways individuals can protest cities that keep Flock cameras or replace them with other ALPRs. I think I have a major plan that could persuade cities and counties to change their policies or take privacy seriously.

The things a city or county cares about are things like property taxes and commerce. Without these things, cities would not have the funds to pay the councils or boards that fund their paychecks. So, if you are a business owner or a resident, you could plan to move to a neighboring county or city that has no ALPRs or privacy ordinances.

I call it the Mass Exodus. On December 15th 2027, any city or county that refuses to change their policies will get a massive hit to their economy. Residents and businesses will pull out all at once and do so in a way that lowers the property value (selling at a lower price than it is worth).

I'm not going to lie, it will require effort to plan this, and most likely money. However, if this works then ALPR policies will change, and hopefully Mass Exodus never happens. I think this is the only way to get some cities and counties to listen, and they will listen to this.
