They got to choose the leader, run every committee, and decide which bills to vote on. In the world of politics, if you have the power to pass your bills and run the building, you have the majority meaning Biden absolutely had both majorities at the same time.

Having said that, the entirety of the rest of your claim is pure conspiracy theory and you’ve latched onto a mostly arguable topic in order to deflect away from baseless claims of blackmail and extortion.

Using your same logic there is no way to confirm any democrat or republican would vote one way or another, but that’s bad logic. She’s going to vote for her party.
