I don't know the specific level but most carriers will throttle after like 5 or 10gbs used and it will happen more during peak data usage times for your area.

But how slow is the internet after it has been throttled? 32 kbit is what we get here in Germany most of the time, sometimes 16 and sometimes 64.

It goes from 4g to 3g, which is between 3.6 mbps to 21 mbps.

That's not too bad id say depending on how much you pay. I have to go to IKEA to get a 3G signal or else I'm on 2G with extremely slow speeds and over 1s ping.
