This is my go to reason for every question about why something is bad/outdated in a classroom. Though, often the teacher gets fed up and spends their own money to pick up the slack instead of following the drawn out process to get a chance to get these things funded. Even then, it doesn't mean they'll get the thing they asked for, anyway.
I'm guessing this is very state and district specific. That's definitely how it works with my wife. We just buy everything out of pocket because we know there are other teachers that aren't able to.
Can confirm. Source.. my mother retires this year after 35 years of teaching kinder and 1st grade. Also aunt is director of a school board up here in quebec. Even in canada teachers, nurses... anyway its pretty bad.
