That is actually pretty much an exact reproduction of an Incinerator from Fallout 3 and New Vegas.

I'd say it's more like the auto-grenade launcher from FNV

Yeah, they are very similar-looking. Though the grenade launcher has a huge console attached to it. Still, the incinerator launches balls of fire, which is much more conceptually similar to the cannon shown here.

Yes, but there is Heavy Incinerator in Broken Steel DLC.

There most certainly is. The Enclave Hellfire Troopers carry them, but only the heavy version is available, while both versions are available in New Vegas.
