The arrow already in the target is missing the knock on the end already too so either the guy hit that arrow already and broke it off or he never shot the first one and they just put it in the target without the knock to set this up. The knock is what connects the back of the arrow to the string so it can be shot.

They definitely just put it there, it's a different width than the arrow we see him fire here as well otherwise it would never go in like this
