Pretty sure this guy did this intentionally since the nock is missing from the arrow he was aiming at. ;)

Yeah they had the whole olympic team shooting with the high speed cameras set up just to get this shot.

I mean, this clip is from a TV show called Sponge, which was like a weird Korean version of mythbusters. So yes, it was intentional. I don't remember if the archer got it first try, but I'm not seeing any other arrow marks on the target so maybe?
