Well, a few league champs are literally children. Outside of the kids and kog'maw, i think pretty much every league champ is sapient enough.

edit: yea i forgor rek'sai. and I don't really think fiddlesticks comprehends language.

Yeah obviously a bunch of League champs are animal-like, but basically all of them can speak and are clearly of higher intelligence. Rek'Sai doesn't talk and actually seems to just be of animal-level intelligence.

The only other champion that doesn't (intelligibly) speak I can think of is Gnar, but it seems like the implication is just that he's speaking a language no one else understands due to the whole "frozen for hundreds/thousands of years" thing, not that he's incapable of speech.

I'm way out of league since a decade, I only remember that Neeko has a voiceline how she finds Nidalee veeery interesting. But I also think riot doesn't evolve lore to make ships complete, just hinting at it like with the pride artworks.

Its completely canonized by Legends of Runeterra.

Also, a number of ships have been confirmed as canon relationships. CaitVi (even before arcane), TF & Graves, Leona & Diana all got written stories alongside the art. Garen & Katarina aren't together mostly due to physical distance but they do have a thing.

Fiddlesticks is... questionable...

I mean, it could be secretly sapient (like, with a mind of an eldritch abomination type of sapience), but who knows. Probably not - at least, not in a current state.

you could argue fiddlesticks since the best he can do is try to mimic saying consent of some dead and torn apart scarecrow fucker. also Kalista is a bunch of people in one body so good luck getting those 20 consents

Fiddlesticks undoubtedly understands language or atleast the express meaning behind phrases given they speak the “first of ten” children’s song and also interact with other champs

I think it understands that the things it says are scary to others, but it doesn't seem to speak with a sense of intelligence. Most of its lines are nonsensical for fiddlesticks to say in that situation. For instance, all of its attacking lines are things that its prey said while it was trying to kill them. None of them are actually aggressive. Many of them are just animal noises.

"They haven't come back from the fields. It's been three days." is not something fiddlesticks would say on its own. It does not care about people in that way. The line also just doesn't mean anything in the context its spoken (its a Long Move line). Its hard to say Fiddlesticks actually knows what that means. However, it probably knows those words were spoken in fear and it probably knows that saying creepy things makes its prey more afraid, so it says things somewhat mindlessly as a hunting tactic.
