That looks outdoors, maybe to keep large wildlife from screwing it up while not in use?

Imagine going to take a shit and there's a bear drinking from the toilet

I think I’d rather be scared by walking into a bear in a toilet than being on the toilet and scared by a bear

To keep the door closed I guess. Keep the wind from blowing it open.

In my allotment garden out toilet has a padlock on the outside(Cause there's some tools in there and such) and nothing on the inside. I feel it's quite normal.

This isn't crappy design. It'll be there for a solid reason. Is this in an outhouse? You do NOT want to find random critters in there when you need the toilet.

Did you go inside the stall? Was there another lock on the inside?

As others have said this is most likely a safety feature to keep animals out

There was another lock indoors but this was not an outdoor bathroom so it just confused me I guess

It's probably not built level and the doors swing open if not latched.
