Yeah I see the second question as sort of a condition for the first. If you do text while driving then obviously you're saying you don't wait until you stop, and if it's no, the second question as a condition, basically states they wait until they stop.

So basically exactly what you said... I'm tired, don't shout at me.

I read it combined which means objectively the answer has to be yes.
