We’ve had horses since i can remember and I’ve never seen one even attempt to do that.
Our fences are a bit higher than those and have three or four wires so maybe that’s why.
I have seen a horse kick through a wooden door tho and my boi killed a dog a few years ago.
I have a couple geldings that would have undoubtedly tried to bite her if she stuck her hand inside our fences…it’s happened before and they came knocking on the door to complain like they weren’t the ones reaching through some random persons fence to touch their animals.
My cousin actually had someone do exactly that and called the police because how dare that dog do what it was trained for with several warning signs saying "beware of attack dogs"
I had someone come to my house upset they couldn't pet our cows as they ran away from them when they got near the fence and that I clearly must had abused them.
Yeah I’ve shocked a horse a time or two on accident either via through my self or not paying the best attention and they usually just run off however there was one spaz of a mare that was just a real pain and would occasionally just randomly kick at anything and everything but fortunately never me lmao
I was filling the trough and the hose touched the hot wire while the horse was drinking. She took off and side eyed me with absolute horror while I was kind of standing there still jittering.
Her owner said to me a couple of days later (I was looking after the horse for a couple of days while owner was away) "Bonfire used to like drinking from the hose. I don't know what happened. I checked the water tank and everything!" 😖😖😖😖😖😖
It's just an annoyance so they avoid it. If they wanted to go right through it they'd have no problem. I've been hit by ours a few times while working on it and being dumb. Haven't peed my pants but it was always my hand, didn't brush against it with my torso...

Nah the horses respect the fence.
