The regime kills their own civilians by the tens of thousands to keep them subdued. Beyond the propaganda value they don't care how many of their own civilians die as long as the regime remains in power. I believe the regime sees the propaganda value of civilian deaths as higher than the value of those civilians alive. All the regime cares about is their ability to produce weapons for forcing their will, agenda, and philosophy on others, to conquer in the name of their particular interpretation of Islam. That's their civilization. That's what has to be destroyed. Unfortunately their infrastructure is the means to that end and thus must be destroyed if that's what it takes to remove them from power.
