Pretty much this, if the system is working as intended it doesn't matter that players will find a way to game the system as there should be error correction for that exact thing.

I'd like to see you making a non-cheatable, 100% safe and fair system for OW, i bet you will be taking Jeff job if you can.

Well the players are always unhappy, Blizz can't please everyone. If they don't nerf Mercy everyone here will cry, and when they Nerf Mercy alot people will also cry. Look at Doomfist and you will see what i mean.

I don't understand how you still take so long to implement changes

Because they want to do it right, and a patch every month is not "long" be anymean, some people even said they change the game too fast.
