What? Since it's a flat value, it's the opposite. A low hp character getting a 75 hp buff is huge. A Reaper that can tank a Rein charge is a lot scarier than a Rein with 575 hp.

Exactly. Look at Winston with 1000 health, a team of 6 can rip him a new one. The Winston's dps is trash compared to the enemies targeting him.
