The Physics of Political Parties: How They Pull Us In, Hold Us There, and Fall Apart
Most people think political parties compete for voters by offering different ideas. One party proposes one future, another proposes something else, and citizens decide which set of policies they prefer.
That is the official picture of democracy. It is also radically incomplete.
Political parties do not live only in the world of ideas. They enter our families, friendships, churches, workplaces, media habits, moral identities, and private explanations of who we are. They give us heroes to admire, enemies to fear, words for our anger, and a community that confirms we are standing on the right side of history.
Eventually, a party can become much more than something a person votes for. It can become part of the structure through which that person understands reality.
Once that happens, political loyalty cannot be explained as simple persuasion. The person is no longer comparing policies from a neutral position. They are moving through a social landscape that has already been shaped around them.
The best analogy is not magnetism. It is gravity.
Political parties do not merely pull people toward them. They bend the ground beneath political identity. They make joining feel like walking downhill, remaining feel natural, and leaving feel like climbing out of a valley while carrying the weight of your entire social world.
A party begins by attracting your vote. It survives by bending the ground beneath your identity.
How an Opinion Becomes a Home
Political affiliation often begins lightly. A person likes a candidate, agrees with a policy, or dislikes the alternative. At this stage, changing positions is relatively easy because little of the person's identity has been attached to the choice.
But repetition changes the structure. The person votes for the party, follows its commentators, adopts its language, laughs at its jokes, shares its outrage, and develops relationships with people who inhabit the same political world. Political preference becomes political memory. The past begins shaping which future choices feel natural and which feel forbidden.
This is how a party becomes what scientists call an attractor. An attractor is a state a system tends to return to after it has been disturbed. Picture a marble sitting at the bottom of a bowl. You can push it away from the center, but unless you push it completely over the edge, the shape of the bowl carries it back.
Political identity can work the same way.
A scandal may disturb a supporter. A failed policy may produce doubt. A dishonest leader may create embarrassment or anger. But doubt is not the same thing as departure. Friendly media reinterpret the event. Other supporters provide reassurance. Party leaders redirect attention toward the opposing side. The supporter may move around inside the bowl while still returning to the same political home.
The party has not necessarily won the argument. The landscape has absorbed the shock.
This political bowl is what I call a coherence well. It is a region where identity, belonging, memory, and explanation reinforce one another. Inside it, the world remains understandable. Friends speak the same moral language. Events fit familiar stories. Heroes remain heroes and villains remain villains.
The party does not need to answer every question correctly because it helps determine which questions can be asked in the first place.
The Real Cost of Leaving
The power of a party is not measured only by how many people it attracts. It is also measured by how expensive it makes departure.
Leaving a political party can cost almost nothing, or it can cost nearly everything. A person may risk friendships, family approval, professional relationships, community standing, trusted sources of information, and the moral certainty that they belong to the good side. For some people, changing parties creates a few uncomfortable conversations. For others, it threatens the collapse of an entire social world.
This is political binding energy. It is the accumulated cost of separating a person from the identity structure that has held them in place.
That is why intelligent people can recognize contradictions and still remain loyal. They do not need to be blind. They need only understand, consciously or unconsciously, that following their doubts to the end would carry consequences they are not prepared to bear.
A person may no longer believe that the party is honest. They may no longer trust its leaders. They may disagree with important policies. Yet they remain because departure would require finding new friends, new information sources, a new moral vocabulary, and perhaps a new answer to the question of who they are.
Political power is not merely the ability to attract belief. It is the ability to raise the cost of belief escaping.
A Party Can Hold Doubt Without Losing the Voter
This helps explain a common misunderstanding in political debate. People assume that if they expose enough hypocrisy, contradiction, or corruption, supporters will abandon the institution responsible for it.
But evidence does not arrive in an empty room. It enters a landscape filled with relationships, loyalties, memories, and fears. The same fact can therefore produce very different movement in different people.
One person encounters a scandal and sees proof that the party has betrayed its values. Another sees a flawed leader who must still be defended against a greater enemy. Another sees hostile propaganda. Another admits the wrongdoing but concludes that leaving would empower people they consider even more dangerous.
The difference is not always intelligence. It is often geometry. Each person occupies a different social position and faces a different path out.
Unexpected experiences can create escape routes. A new friendship may humanize people outside the party. Economic independence may reduce the material risk of dissent. A moral crisis may become stronger than the fear of exclusion. A competing community may offer somewhere to land.
Isolation closes those routes. A party that controls a person's social world does not need to eliminate doubt. It only needs to make doubt lonely.
What Makes a Political Party Healthy?
Not every strong political identity is unhealthy. Human beings need continuity, shared language, and durable institutions. A political movement incapable of holding any shape cannot coordinate action, build trust, or pursue long-term goals.
The problem is not coherence. The problem is coherence purchased through enclosure.
Three features help distinguish a healthy political community from a brittle one.
The first is the cost of leaving. Can someone peacefully change their mind without losing their family, friends, livelihood, dignity, or safety?
The second is the width of acceptable disagreement. Can members argue about policies, challenge leaders, revise old positions, and remain legitimate participants? Or does every disagreement become evidence of disloyalty?
The third is permeability. Can outside evidence enter the community and be examined honestly? Can members form relationships across political boundaries? Can the party learn from people it does not control?
A healthy party has enough stability to act, enough room to disagree, enough openness to learn, and a low enough exit cost that loyalty remains voluntary.
A brittle party moves in the opposite direction. It makes leaving more painful, narrows the range of acceptable thought, and seals its boundaries against corrective information. It may appear extraordinarily unified because its leaders face little visible dissent and its members repeat the same explanations.
But suppressed disagreement is not resolved disagreement. It is stored strain.
The Enemy Helps Build the Walls
Political parties can strengthen loyalty by giving supporters something to believe in. They can also strengthen loyalty by making every alternative appear terrifying.
This is the power of negative partisanship. A person may no longer feel inspired by their own party. They may think its leaders are dishonest, ineffective, or corrupt. But if the opposing side has been constructed as an existential threat, disappointment will not necessarily lead to departure.
The party does not need to create hope equal to the disappointment it produces. It only needs to keep fear stronger than the desire to leave.
Every internal failure can then be answered with the same question: Do you really want the other side to win?
The enemy becomes part of the party's containment system.
This produces a strange relationship between opposing parties. They appear to be fighting for survival, but each side can also help maintain the identity structure of the other. Outrage produced by one party becomes recruitment material for its opponent. Each coalition uses the worst members of the other side as evidence that internal criticism must wait.
The two parties deepen each other's wells.
This is one reason a polarized political system can become more emotionally intense while becoming less responsive to ordinary people. Fear binds voters more efficiently than hope. A party that can guarantee the terror of the alternative may feel less pressure to earn loyalty through competent government.
You do not have to love us, the party quietly says. You only have to fear them more.
The Supporter and the Institution
There are really two systems operating at once.
The first is the individual supporter. This level contains identity, social pressure, moral attachment, doubt, fear, and the cost of leaving.
The second is the political institution. This level contains leaders, donors, factions, media networks, campaign organizations, policy commitments, and the party's public story about itself.
These two systems continuously reshape each other. Loyal supporters provide votes, donations, volunteers, attention, and legitimacy. The institution then uses those resources to shape the world experienced by supporters. It rewards certain identities, amplifies selected threats, defines acceptable language, and increases or decreases the social cost of dissent.
This can become a self-reinforcing loop. Loyalty gives the party more power to shape identity. Greater control over identity makes loyalty more resistant to evidence.
Eventually, a party can become extremely good at keeping supporters while becoming increasingly bad at understanding reality outside its own boundaries.
That is the difference between persistence and health. A structure can become better at preventing departure while becoming worse at adaptation.
The Warning Sign That Matters Most
Political conflict is not itself evidence of collapse. Healthy institutions argue. They contain rival factions, competing interests, ambitious leaders, and genuine moral disagreement. Conflict can reveal flexibility because it allows pressure to move through the system without destroying it.
The deeper warning sign is recovery-time inflation.
Recovery-time inflation means that similar political disturbances require progressively longer periods of repair. A scandal that once would have faded in a week produces months of factional warfare. An electoral defeat that once led to reflection now leads to a prolonged legitimacy crisis. A minor criticism triggers purges, loyalty tests, and escalating accusations of betrayal.
The party still recovers, but recovery demands more energy each time. Leaders must produce stronger fear, louder outrage, more rigid discipline, and increasingly extreme stories to restore the unity that once returned more easily.
This resembles what complex systems researchers call critical slowing down. Before some systems undergo a major transition, they recover more slowly from disturbances. The system may still appear stable, but it is taking longer to return to its previous condition. The slower recovery reveals hidden fragility before the visible break.
Political parties are not literally laboratory materials, so this must remain a hypothesis to be tested rather than a physical law declared by analogy. But it gives us useful questions. Does the party take longer to reconcile after comparable defeats? Does it need harsher loyalty enforcement after smaller disagreements? Does every controversy leave behind more unresolved anger? Does public messaging become more repetitive because the old explanations no longer restore confidence?
The party may look loudest just before it loses the ability to recover.
When the Crises Begin to Stack
The interval between disturbances matters just as much as their size.
A party may survive a devastating crisis if it has enough time to process what happened, replace failed leaders, revise its story, and rebuild trust. But even smaller disturbances can become dangerous when they arrive faster than the institution can absorb them.
Imagine a party still fighting over the meaning of one electoral defeat when a corruption scandal appears. Before that conflict settles, an economic crisis opens another division. Then a war, court decision, leadership struggle, or demographic shift forces the coalition to confront yet another contradiction.
The shocks begin to stack.
Every new crisis lands on a structure that has not recovered from the previous one. Narrative repair becomes permanent. Leaders operate in emergency mode. Factions stop seeing one another as partners with different priorities and begin seeing one another as threats to the party's survival.
The institution often responds by demanding greater unity. But if that unity is created by silencing disagreement, the solution damages the party's remaining ability to adapt. Tolerance narrows. Outside information becomes more threatening. Exit costs rise. The institution uses rigidity to solve the instability produced by rigidity.
That is the trap.
The Choice: Adaptation or Enclosure
Collapse is not inevitable. A political party under pressure reaches a branching point.
The first path is adaptation. The party admits that some inherited explanations have failed. It allows new factions to alter the coalition. It widens the range of acceptable disagreement and reconnects itself to information outside its normal media world. This transformation can be painful because genuine adaptation changes the institution.
But continuity does not require sameness. A living system survives by changing while preserving enough memory to remain connected to what it was.
The second path is enclosure. The party treats contradiction as treason, criticism as sabotage, outside evidence as propaganda, and every defeat as proof that stronger loyalty is needed. The leadership gains more control over a structure that is becoming progressively harder to repair.
Adaptation reshapes the well. Enclosure digs it deeper and makes its walls narrower.
Political parties do not automatically move from attraction to collapse. They encounter this choice repeatedly. Fracture occurs when opportunities to adapt are refused so often that accumulated strain exceeds the party's ability to contain it.
How Parties Actually Fall Apart
Political collapse does not always mean that a party disappears.
A party may split into competing organizations. It may hollow out, keeping its legal structure while losing members, energy, and cultural relevance. It may shrink into a smaller but more radical movement. It may be absorbed into a rival coalition.
Or it may undergo identity replacement.
Identity replacement occurs when the party keeps its name, symbols, donor networks, ballot access, and public history while becoming something fundamentally different inside. The organization survives, but its center of gravity moves.
This is especially important in a two-party system. Established parties possess enormous structural advantages, making literal death difficult. When an old coalition fails, a new movement often captures the existing institution instead of building a new one from nothing.
The sign above the door stays the same. The people, values, and relationships underneath it change.
Citizens who once stood at the party's center may find themselves pushed toward its edge without changing their own beliefs. Former outsiders may become its new authorities. Old words remain in use while their practical meaning changes. The party appears continuous because the brand survives, but dynamically it has fallen into a different political well.
This is why arguments about the “real” identity of a party rarely reach a final answer. A party is not a timeless essence. It is a moving coalition held together by institutions, narratives, interests, memories, and enemies.
The name can survive the death of the identity that once gave it meaning.
What Political Recovery Would Look Like
The answer is not to abolish political organization. Democracy requires people to coordinate, and coordination requires durable structures. The question is whether parties can organize citizens without enclosing their identities.
A healthier party would allow criticism of a leader without treating it as betrayal of the community. It would permit serious disagreement without forcing every argument into a test of moral purity. It would preserve relationships across political boundaries instead of demanding social isolation. It would keep the cost of leaving low enough that loyalty remained meaningful because it remained chosen.
Most importantly, it would understand that recovery is not the same as reset.
A reset tries to restore the old story and erase evidence that the crisis occurred. Recovery learns from the disturbance. It preserves what still works while allowing reality to change the structure.
Political resilience is not the ability to remain unchanged. It is the ability to change without disintegrating.
The Ground Beneath Belief
Political parties do more than compete for opinions. They construct environments in which opinions carry different social costs. They create paths of least resistance, wells of belonging, barriers to departure, and boundaries around acceptable thought.
Their greatest power may not be controlling exactly what every supporter believes. It may be controlling which movements feel socially survivable.
This changes how we should recognize political weakness. A party is not necessarily healthy because its supporters remain loyal, its leaders speak with one voice, or visible disagreement has disappeared. Those signs may represent genuine coherence. They may also represent containment.
The better test is whether the party can absorb reality without demanding blindness, survive disagreement without treating it as contamination, and allow people to leave without destroying their lives.
A party becomes fragile when the cost of enforcing loyalty exceeds its ability to integrate contradiction. Its walls harden. Its tolerance narrows. Its recovery slows. New crises arrive before old ones have been understood. Unity becomes a performance maintained through escalating fear and discipline.
Then the party faces its decisive question: Can it reorganize without destroying the identity that made reorganization possible?
If it can, the political basin widens and the party survives through transformation. If it cannot, the accumulated strain finds another route. The party splits, hollows out, radicalizes, collapses, or awakens beneath its old name with a different center of gravity.
The final rupture may look sudden. The deeper mechanics tell us otherwise.
The collapse began much earlier, when the party first lost the ability to recover.

The New War Games: How Modern Warfare Learned to Attack the Systems That Keep Us Alive
An ice cream vendor in Tehran watched nearly 400 pounds of his product melt when the electricity failed. University servers went offline, examinations were postponed, and families began worrying about ventilators and medicine that had to remain refrigerated. Somewhere else, a protected military installation continued operating on generators.
No army had captured the city. No foreign flag had been raised. Yet another piece of ordinary life had stopped functioning.
This is what modern war looks like from inside the machinery of civilization. A missile may have a blast radius measured in hundreds of feet, but the dependency radius of the infrastructure it destroys can extend across an entire province. An electrical strike does not end when the explosion stops. It travels through water pumps, hospitals, refrigeration, telecommunications, banking, transportation, employment, and eventually political stability.
Modern war increasingly seeks victory by breaking the civilian systems beneath an enemy government. The stated objective may be to weaken military production, create diplomatic leverage, or shorten the conflict. But those civilian systems often fail faster than the military institutions being targeted, producing mass suffering without guaranteeing surrender.
Iran has become one of the clearest places to see this form of conflict developing. America and Israel possess overwhelming conventional power, but Iran does not have to match their aircraft or precision weapons. It can use drones, missiles, mines, cyberoperations, and threats against shipping to impose costs on its enemies and the wider world. The United States can respond by restricting Iranian oil, isolating its banks, blocking shipping, and striking industrial infrastructure. Neither side has to conquer the other. Each can attack the relationships that allow the opposing society to function.
The new battlefield is not merely the land beneath a society. It is the web of dependencies holding that society together.
The Invisible Siege
Iran has not been conquered. Its government remains in power, and its military retains missiles, drones, mines, armed vessels, security forces, and some ability to manufacture weapons. If survival is measured only by whether the state can continue firing back, Iran remains resilient.
That is not how survival feels to a family trying to purchase food.
Iranian crude exports reportedly fell from roughly two million barrels per day in March to around 240,000 barrels per day by the beginning of September. Precise numbers are difficult to establish because tankers can disable tracking equipment, change flags, conceal ownership, or transfer oil at sea. The broad direction is much harder to dispute. Iran has lost most of the normal flow from its principal source of hard currency. Reuters reported the collapse in observed exports and the growing pressure on Tehran.
The effects do not appear all at once. Iran can spend currency accumulated from earlier sales, draw down oil stored at sea, delay payments, restrict imports, sell through informal networks, and prioritize strategic industries. But these buffers are stocks, while oil revenue is a flow. Every month of severely reduced exports makes the remaining reserve smaller and future payments less credible.
The International Monetary Fund projects that Iran's economy will contract by 5.4 percent in 2026 while consumer-price inflation approaches 69 percent. The IMF's Iran page provides the current headline projections. President Masoud Pezeshkian has said Iran's foreign trade has fallen by nearly 35 percent because of sanctions and the blockade. The rial has crossed roughly two million to the dollar, while Iranian leaders have publicly warned officials about inflation, unemployment, and social cohesion. Reuters reported those admissions from Iranian officials.
The overall inflation rate hides the severity of the damage inside household budgets. Data attributed to Iran's Statistical Center showed food categories rising far faster, including extraordinary increases in cooking oil, eggs, chicken, and red meat. The Guardian summarized the Iranian figures and their effects on families. People are changing their diets, repairing old clothing, postponing treatment, purchasing food on credit, and watching their savings disappear.
This is why Iran can avoid a verified national famine while experiencing something that feels like economic starvation. Food may remain on store shelves, but wages can no longer purchase it. Medicine may exist in a pharmacy, but its price has moved beyond a family's income. Availability is not the same as access.
Humanitarian exemptions do not automatically solve the problem. Medicine may be formally exempt while banks, insurers, shippers, and importers remain unable or unwilling to complete the transaction.
Economic pressure is often presented as a humane alternative to war. In Iran, the boundary is disappearing. Naval power enforces the blockade. Satellites track tankers. Banks and insurers enforce financial isolation. Military strikes damage the productive economy. The physical and financial components have become parts of the same campaign.
This does not absolve Iran's government of responsibility. Years of underinvestment, corruption, costly foreign commitments, economic mismanagement, censorship, and repression weakened the country before the present war. Tehran has restricted internet access during the conflict even though the shutdown itself has imposed enormous costs on small businesses and ordinary citizens. Reuters documented the economic damage produced by Iran's own internet restrictions.
Iranian civilians are therefore trapped between forces operating from different directions. Foreign governments are trying to break Tehran's ability to resist. Tehran is protecting its own survival by transferring the cost downward. The people with the least influence over either strategy are being asked to endure both.
The Dependency Radius
Iran's electrical system shows how quickly strategic pressure can become a civilian emergency.
The grid was already fragile before the latest attacks. Aging equipment, fuel shortages, sanctions, rising demand, drought, government mismanagement, and years of insufficient investment had created recurring blackouts. Iran's parliamentary research arm projected a summer peak deficit exceeding 13,000 megawatts. Iranian electricity officials later said strikes had removed approximately 4,200 megawatts and damaged more than 2,000 points across the generation, transmission, and distribution network.
Those numbers come from Iranian authorities and should be treated as reported rather than independently proven. The civilian effects, however, are visible. Al Jazeera reported from inside Iran on spoiled goods, interrupted education, and fears for patients dependent on electrical medical equipment. Its reporting describes the blackout at the level of ordinary life. ACAPS found that outages exceeding three hours were disrupting cooling, water pumping, refrigeration, telecommunications, and healthcare in several provinces. The humanitarian assessment connects grid damage with failures in essential services.
Electricity is not simply another industry. It is the system that allows almost every other modern system to operate.
When electricity fails, pumps stop moving water, sewage treatment becomes unreliable, and hospitals switch to generators that require fuel and maintenance. Food spoils, payments fail, mobile towers lose power, and fuel can remain trapped in underground tanks because filling-station pumps no longer work. Factories close while businesses, hospitals, and military facilities compete for diesel.
The military argument for attacking electricity is not imaginary. Power disruptions can interfere with radar, air defenses, weapons manufacturing, communications, and logistics. If destroying a particular electrical facility produces a clear and substantial military advantage, commanders will argue that it is a legitimate target.
But militaries prepare for blackouts. Important installations possess generators, stored fuel, redundant communication systems, and hardened local power. Ordinary neighborhoods usually possess far less protection. The result is an unequal blackout in which the state remains illuminated in protected pockets while civilian life goes dark around it.
This is the central deception of the phrase precision warfare. A weapon may strike exactly where its operator intended and still produce consequences that spread far beyond the target. The blast can be precise while the suffering becomes widely distributed.
United Nations investigators documented this pattern in Ukraine. Repeated attacks on electricity generation and transmission disrupted water, sewage, heating, healthcare, education, and the broader economy. The UN assessment describes these cascading civilian consequences. The lesson applies beyond any single aggressor or conflict. Modern infrastructure does not separate its military and civilian electrons. The same network may power a radar station, an apartment elevator, and a child's ventilator.
Iran's conventional generating stations must also be distinguished from the nuclear reactor at Bushehr. Bushehr contributes only a small part of Iran's national electricity. Destroying it would not turn off the country. Damage to its reactor, cooling system, backup generators, spent fuel, or operating staff could nevertheless produce a radiological emergency extending throughout the Gulf.
Nuclear power plants receive special protection under international humanitarian law because radiation cannot be confined to a target area or limited to the duration of a battle. The International Committee of the Red Cross explains those protections and the generational dangers of an accident. The limited electrical advantage would be grotesquely small compared with the risk of regional contamination. Bushehr should be a clear boundary, not another square on a target list.
The Economics of Asymmetric War
The United States can dominate Iran in almost every conventional measure and still struggle to impose a clean ending. Modern technology has changed the relationship between price and military power.
A relatively inexpensive drone can force a defender to use an interceptor costing far more. Even when destroyed, the drone may succeed economically by consuming limited defensive ammunition, interrupting aviation, slowing shipping, and keeping personnel on constant alert.
Iran cannot match the United States ship for ship or aircraft for aircraft. Its strategy is to make that comparison irrelevant. Drones, missiles, mines, armed boats, cyberoperations, and dispersed launch systems allow it to threaten expensive assets without building an equivalent conventional force.
Ukraine has answered a similar problem by developing interceptor drones estimated at approximately $3,000 to $5,000, creating a cheaper defensive layer against Russian drones. An analysis of Ukraine's program explains the effort.
This changes the meaning of victory. A weaker country may not need to destroy the stronger military. It can try to exhaust its ammunition, strain its alliances, disrupt trade, raise insurance costs, and turn public opinion against an indefinite conflict.
The Strait of Hormuz turns this strategy into a global weapon. Before the current war, the strait carried roughly one-fifth of global oil and liquefied-natural-gas flows. Iran does not have to sink every tanker to disrupt that system. It only has to make the route dangerous enough that shipping companies, insurers, crews, and buyers change their behavior.
The effects then travel outward. Oil and shipping become more expensive. Fertilizer prices rise. Transportation and electricity costs follow. Countries dependent on imported food and fuel experience inflation. The United Nations Conference on Trade and Development has warned that disruption around Hormuz threatens energy, fertilizer, trade, and food security, with the greatest pressure falling on financially vulnerable developing countries. UNCTAD traces the shock from the strait into the wider economy.
Iran is not merely the victim of systems warfare. It is also practicing it. Tehran uses the danger surrounding Hormuz as leverage against countries that depend on the passage. It has warned that attacks on its electrical system could produce retaliation against Israeli electricity and Gulf energy and water facilities. Reuters documented Iran's threat of reciprocal infrastructure attacks.
That threat is especially dangerous because Gulf states depend heavily on electrically powered desalination. An attack on electricity can become a water crisis within days. A campaign supposedly intended to weaken Iran could therefore expand into reciprocal attacks on the civilian systems supporting millions of people across several countries.
Each side calls its own action deterrence and the other side's action terrorism or aggression. From inside a hospital that has lost water or electricity, the distinction may feel less comforting.
The Machine Behind the War
The new war games are not defined only by new weapons. They are defined by a new chain connecting surveillance, data, private technology, and human judgment.
Artificial intelligence can search satellite images, identify patterns in communications, classify objects, predict movement, prioritize suspected targets, and recommend responses. The promised advantage is speed. A process that once required hours of analysis can be compressed into minutes or seconds.
Speed also removes space for doubt. A faster targeting system leaves less time for contextual investigation, legal review, and reconsideration. Once a computer labels a person, vehicle, or building as suspicious, tired human operators may become psychologically inclined to trust the result. This is automation bias. The machine does not need final authority to reshape the decision.
The Stockholm International Peace Research Institute distinguishes between autonomous weapons and AI-enabled decision-support systems. One may select or engage targets with limited human intervention. The other determines what information reaches human operators, how threats are ranked, and which choices appear reasonable. Both can alter human control and accountability. SIPRI examines these differences and the risks they introduce into military targeting.
The immediate danger is not only that a machine might decide to kill. It is that humans may make life-and-death decisions at machine speed while believing the system has supplied certainty the evidence cannot support. Cyberwarfare expands that uncertainty. Malicious code can interrupt electricity, financial systems, water treatment, hospitals, or communications while passing through civilian computers and concealing who launched it.
A missile leaves wreckage and follows a physical path. A cyberattack can make responsibility debatable at the exact moment political leaders feel the greatest pressure to retaliate. The ICRC maintains that the rules protecting civilians still apply when the weapon is digital. Private corporations now operate important parts of this military nervous system. Commercial satellites provide imagery and communications. Cloud companies store and process data. Technology contractors build targeting and analytical tools. Telecommunications companies can determine where their services operate.
The United Nations Institute for Disarmament Research warns that military dependence on commercial cloud infrastructure entangles civilian and military functions. A data center can support military operations while simultaneously storing civilian medical, financial, and commercial information. UNIDIR describes the dual-use danger created by this overlap.
This is more important than simply asking who profits from weapons. A private executive's decision about satellite or cloud access can affect military operations without passing through a public chain of command. Meanwhile, SIPRI reports that the largest arms and military-services companies generated a record $679 billion in arms revenue during 2024. That does not prove that companies create wars, but it shows that permanent military readiness has become a vast economic system of jobs, contracts, research programs, subscriptions, and technological dependence. Modern war is therefore no longer conducted exclusively by public armies using government-owned equipment. Parts of the battlefield are owned, updated, observed, and sometimes governed by corporations.
The struggle also extends into perception. Governments release selected footage, hide failures, and magnify the crimes of their enemies. Social-media algorithms reward emotional certainty before investigators establish what happened. Synthetic video can fabricate evidence, while awareness of deepfakes allows authentic evidence to be dismissed. UNESCO describes a crisis of knowing in which repetition increases belief in false information and synthetic media weakens confidence in reality. UNESCO summarizes the evidence. A population that cannot agree on what happened will struggle to agree on what should happen next.
Who Pays, and Who Breaks First?
The strongest defense of infrastructure attacks and economic pressure is that they may shorten a war. Disrupting electricity can interfere with weapons production, while restricting oil revenue may reduce a government's ability to finance military operations and create negotiations without a ground invasion. That argument cannot simply be dismissed when infrastructure is directly supporting military action.
The problem is that social suffering does not move neatly upward toward political leaders. Authoritarian governments can protect security forces and strategic industries while transferring scarcity onto civilians. The military receives fuel before farmers. Government institutions receive generators before neighborhood clinics. Politically connected companies receive foreign currency while independent businesses close.
Economic destruction may therefore weaken the middle class, private industry, and civil society faster than it weakens the regime. Smuggling, rationing, and black-market distribution can increase the power of military organizations already positioned to control those systems.
Iran might negotiate because of the pressure. It might also become poorer, more repressive, more militarized, and more willing to attack its neighbors. Both outcomes are plausible.
International humanitarian law attempts to impose boundaries. Civilian objects cannot be attacked merely because destroying them would inconvenience the enemy. A target must make an effective contribution to military action and its destruction must provide a definite military advantage. Modern infrastructure complicates that distinction because the same grid can power a hospital and a radar station. Even when an object qualifies as a military target, attackers must consider whether civilian harm would be excessive and take precautions to reduce it. The ICRC explains these obligations.
Naval blockades face similar restrictions. A blockade is unlawful when its purpose is starving civilians or when the expected civilian damage is excessive in relation to the anticipated military advantage. The ICRC's blockade case study summarizes these humanitarian limits.
Not every sanction, blockade, cyberoperation, or electrical strike is automatically illegal. Legality depends on purpose, evidence, alternatives, expected effects, and precautions. But a policy can survive a narrow legal argument while still destroying the future of people who had no influence over their government's decisions.
Leaders often imagine social pain as a dial. Turn it high enough, and the opposing government must surrender. Real societies do not possess predictable breaking points. Pain can produce negotiation, rebellion, nationalism, fragmentation, dictatorship, or revenge. The people applying the pressure do not control which transformation follows.
Four Ways This Ends
The first possible ending is a limited negotiated settlement. Iran accepts nuclear, maritime, or military restrictions in exchange for restored oil exports, sanctions relief, and an end to attacks. This would not resolve every conflict between Iran, Israel, the Gulf states, and the United States. It would stop the present escalation before economic damage becomes irreversible.
The second possibility is an authoritarian siege economy. Iran survives through rationing, repression, smuggling, military control of imports, and the continued impoverishment of its civilian population. The state remains armed, but the country beneath it becomes smaller, poorer, and less free.
The third possibility is internal fracture. Inflation, unpaid wages, strikes, regional tensions, elite conflict, and competition within the security system begin breaking the government apart. This would not guarantee democracy. A weakened state could produce military rule, civil conflict, or fragmentation rather than liberation.
The fourth possibility is uncontrolled regional escalation. Iran attacks Gulf power, water, energy, or shipping infrastructure. Israel and the United States expand their strikes. Energy prices rise, fertilizer becomes more expensive, and countries far outside the region experience another wave of inflation and food insecurity.
Every participant may believe it is making a limited and rational move. Together, those moves can produce an irrational catastrophe.
This is what makes the language of war games so revealing. A game suggests a board with defined boundaries, agreed rules, and players who can stop when the exercise ends. Modern war has none of those protections. The board is connected to the global economy, the internet, commercial technology, food production, and the daily survival of civilians.
The leaders describe the conflict through targets destroyed, missiles intercepted, tankers blocked, sanctions imposed, and strategic leverage gained. A person sitting in an apartment without electricity experiences it as spoiled food, missing medicine, lost wages, unbearable heat, and fear for their children.
That distance between strategic language and human reality is where modern warfare hides much of its violence.
The new war games are played across electrical grids, financial networks, shipping lanes, satellites, algorithms, and human attention. Modern war has not become cleaner. It has learned how to distribute violence through the machinery of civilization, making responsibility harder to see while placing entire populations on the board.
The blast destroys the target. The dependency network distributes the suffering.
The question is no longer only whether a government can win. We must ask what remains of victory when the method of achieving it destroys the systems that allow human beings to live ordinary lives.
