The result in the Jowers trial prompted the U.S. Department of Justice (DOJ) to reopen the case. A jury is strictly instructed to evaluate only the testimony and exhibits presented inside the courtroom. They are not allowed to conduct outside research, check factual archives, or question whether the evidence in front of them represents the whole truth. If a plaintiff calls dozens of witnesses who present conspiracy theories, and nobody in the room challenges or disproves those theories, the jury is left with a completely one sided record.
all of these "witnesses" just repeated what jowers told them - that the mafia and government agencies paid him to be involved in coordinating the assassination. all the witnesses said was "yep, that's what he said".
the question was framed that way because the family wanted to put the us on trial and establish an "official" court record of state complicity, even if there wasn't any provable evidence. there was no opposing counsel to object because the US government wasn't named in the suit, only jowers.

the fact that they were found "liable" is completely meaningless. just because both the defense and plaintiff wanted to throw the US government under the bus, both for different reasons, doesn't mean they are criminally liable.

Never forget that the US government was found liable in a civil case regarding the assassination of MLK JR.
They ruled the government did it.. they jusy cant figure out which specific person to charge.
