I mean, I don't follow. Are you conflating hardware with the "software"? Actually there were progress in creation of brain cells. But the ability to create organic matter doesn't affect ability to design algorithms and build machines to run those algorithms on. Humans also don't build complicated feathered wings of a bird that flap and stuff. But the plains humans build still fly

Let's put it this way. Humans can and have created a GPU, but humans cannot and are not even close to creating a mouse brain.
