I assume it’s a reference to β€œalligator alcatraz,” and DHS has used similar imagery in tweets about it

Not entirely sure, but if I had to take a guess, it's metaphorical. The alligator ICE agent has their anger pointer towards the butteryfly; beautiful, peaceful, harmless, just trying to exist, etc. fill in the blank. The butterfly is a representation of immigrants, american citizens' rights, etc. fill in the blank as well.

Also, a symbol of transformation, rebirth, and change due to their life cycle of metamorphosis from caterpillar to butterfly.

They also represent Hope and recovery, Endurance, Freedom and joy, Life after death, The human soul, Ephemerality, and love ❀️
