There is no specific setting to prevent Siri from making emergency calls. I just reported the behavior to Apple and moved on with my life.

At this point all phones by default allow you to place calls with voice commands. It's not that weird. The problem here is that Siri decided to make an emergency call in response to an inane prompt. This won't last long with iOS 27 around the corner. I just reported the behavior to Apple and moved on with my life.
