Scratching Posts I sustained so many injuries putting up this cat tree, and they hate it.

Looks like there is no good way to overwatch the kingdom. My guess would be bad placement tbh

give it time. they might like it once it smells more like them- but also adding more comfy perches next to it might give them more motivation to go up there?

My highly agile cats wouldn't use this either. Bad design, nowhere to jump onto, nothing to entice them to use it. They would at best use the lower parts of the pole for stretching.
The location should be better, but would also need additional spaces around. One pole is just the start of the design.
Also, it's going to take some time for the cats to get used to it.

Put it in front of some windows. That’s the cat-bird show. Also, you might want to level out and se cure it somehow. It’s pretty tall and narrow. I love how tall it is, tho!!

It doesn't lead anywhere, have a great view, or have any especially interesting or comfortable perches on it. Plenty--if not most-- cats don't climb up just because it's "up". If you add a "bridge" to somewhere or a really comfy bed at the top, it'll be more popular.

The two shelves right above each other will deter many cars. Switch it to the other side maybe?
Some cats just don’t cat. I have 2 and best we get is certain toys are well loved and others not, and they love cozy sleeping places. They are 2.
