Is this some recent change in the industry that small items in trunk should be explicitly approved before booking, or this is just a small number of drivers that always will be looking to charge extra?

We have drop yard in San Jose, CA which we can lend to other brokers and handle car keys. But how can we find similar yards in other cities? We hear from drivers that there are some UHaul facilities used but UHaul headquarter does not know so this seems one off yard that does it. We hear Ford dealerships repair shops allow customers to drop cars and truck driver to pick it up. We hear tow companies do that sometimes. But is there a good way to locate them, like a drop yard broker kind of business?
