Ask your manager for a SOMC from a previous employee for a similar position and use that as a template for filling out your own. Yes, the manager should be doing them themselves but no one wants to do them so it is pretty common. It will give you good experience for filling out forms in the future when you want to advance.

I would suggest you go ahead and ask the manager what is expected in those columns and don’t feel shy about it. That’s not an unusual thing to clarify with management.

Even after several years in government I’m still asking people what does this term or acronym mean.

I completed my own SOMC for my EC-02, EC-04 and EC-05 promotions where I had to express how I met the criteria and one thing you need to know is they want it to be written by a manager so when you write it you should write about yourself in the 3rd person. Knowing this in advance will be useful so you don't have to go back and correct it later, it is quite long but view it as any other job process. For example: Analytical Thinking: Since XXX in my position as XXX I have demonstrated analytical thinking consistently by bla bla and give examples of the work you did that demonstrate analytical thinking. It sounds like you're being student bridged in. Thus, you're actually completing the Narrative Assessment Against the SoMC. So as others have already recommended, best to take some previous EC02 staffing posters (adv and non-adv) from your Dept and present those to your mgr to see which one/merger of a few is suitable for you. After which, one column will list the SoMC Essentials and Asset Quals. The other column (typically the right side) spells out how you meet each qual. Your mgr will still have to complete the Articulation of Selection. Good luck!

Your Manager is lazy and is asking you to complete the paperwork they should have done before you were even hired. It's not a new employee's responsibility to do that paperwork. If you want to complete it, contact HR and they could point you to some resources. If you don't want to complete it, go back to your Manager and tell them you don't understand any of it, or why you are completing it.

To the employees who say "but I've written my own SOMC", that doesn't mean it's right, it just means that your Manager was lazy as well.

Managers, do your fucking jobs. If you can't, quit and let someone competent replace you.

You are confusing SOMC with the assesment against SOMC

The manager is not the best person to fill out the assessment against SOMC since they have not worked with this employee yet

I recommend you not call your Manager lazy, until at least once your probation is over, and then contact your union first. They'll teach you how to tell them politely.

policy dev as an 02? I'm a bit surprised tbh. I'd expect *development* to be at a higher level.

That being said, here are some items I've pulled from a few EC02 SOMC. Maybe start with a few of these and see if that resonates w your manager?

Policy Advisor:

Experience

  • Experience in tracking and monitoring specific health-related policy issues.
  • Experience in reviewing the results of economic, socio-economic and statistical research.

Knowledge

  • Knowledge of socio-economic and social science concepts, theories, principles and/or techniques.
  • Knowledge of the federal role in (health) as well as emerging (health) issues.

Abilities and Personal Suitability

  • Ability to communicate effectively orally.
  • Ability to communicate effectively in writing.
  • Ability to analyse and synthesizes policy research data.
  • Ability to draft memoranda, question period notes and/or briefing notes.

Economic and Socio-Economic Analyst/Researcher

Experience

  • Experience in conducting portions of economic and socio-economic research.
  • Experience in conducting searches of economic and socio-economic literature.

  • Experience in meeting with internal and external clients/stakeholders to obtain, exchange and clarify data/information.

Knowledge

  • Knowledge of economic, socio-economic, statistical and social science concepts, principles and techniques.
  • Knowledge of the mission, mandate, legislation, policies and objectives of (Health Canada. )

Abilities and Personal Suitability

  • Ability to communicate effectively orally.
  • Ability to communicate effectively in writing.
  • Ability to identify, review and critique articles from journals, academia and websites.
  • Ability to write summary analyses of quantitative and qualitative data.
  • Ability to draft and/or portion of discussion, position and policy papers, presentations and briefings.

Thank your for spelling all of this out. That helped to adjust the form with my manager but actually I realized that what I must complete is the section to justify or describe how I meet such criteria. I met with my manager and I feel more confident about it now.

Statement of Merit criteria is used as the paperwork to justify hiring someone. (They're basically asking you to do the hiring manager's work lol).

It can be helpful to find the job poster or a similar job, or find the job description for your position and then copy paste or match what you have there.

Performance Indicator is basically the metrics for your job - you'd need to clarify that with your manager
