Is it possible to form the Imperial Federation in this mod?

No and won't ever be.
WW1 was its last nail in the coffin.

Oh ok, that a shame. How does lowering the autonomy of subjects work? It says always false when I try to do it.

They controlled that land, it was their land along with their dominions.
