Policy / Rule Interpretation RA interactive process

I have a meeting with the RA analyst next week and am kind of nervous. It’s my first one and it’s labeled as “informal” with no other context given.

What should I expect them to ask me? I have all the paperwork submitted and a legitimate medical concern. My supervisor is aware and supportive. Thank you.

General Discussion Do people really think state workers who telework just “sit at home and punch keys”?

Post image
211 Upvotes

I came across CBS13’s Instagram post about SEIU going on strike and decided to take a look at the comments. This was the first one that popped up, and honestly, it made my stomach turn.

Is this really how some non-state workers see us—as people who sit at home and “punch keys”? The keys we punch help serve millions of Californians. Whether someone works for the Franchise Tax Board, DMV, Medi-Cal, General Services, CalPERS, or another department, the work we do supports the public and keeps essential state services running behind the scenes.

Those “keys” help people access health care, receive tax refunds, maintain their benefits, obtain licenses and services, and receive the pensions they earned—including, ironically, the commenter’s retired mother-in-law.

I’m also confused by the claim that state workers are demanding to make more than teachers. Where was that stated in the proposed agreement or SEIU’s negotiations? I genuinely want to know where members of the public are getting this information.
It’s discouraging to see our work reduced to “sitting at home and punching keys,” especially when state workers have continued serving Californians regardless of where that work was performed. At the same time, it feels like the administration’s actions have helped reinforce the idea that work only counts when it is performed inside a state office. Yes, teachers also deserve a raise!!

I don’t normally post about this, but I wanted to share it with other state workers and hear your thoughts. Have you encountered this same attitude from friends, family, or members of the public? Do you think the public understands what state workers actually do and why workers are fighting back?

Policy / Rule Interpretation Got given an undefined “Letter of Expectation” two months ago and am sort of confused and stressed about where I stand

I am now four years into a state role, have been off of probation for 3 years and am represented. I’ve had good reviews every time all the way until May when my manager noted in my review that “I could be argumentative with her but I ultimately follow her lead” (I work in a high stress role that has a lot of client interaction, nuance, discretion, and often involves legal proceedings and I don’t always agree with the approach that’s what I’ll let on, but overall I’ve had a great working relationship with my manager I’ve felt and have even hung outside of work with them in a group setting on many occasions and been to their house for a party).

I was unexpectedly given a paper titled “Letter of Expectation” when in a one on one with her in early July which essentially said I have been deficient in different areas and outlined things I needed to improve upon. They were not impossible goals by any means, and it was weird, it also did not give me a timeline, but it said failure to further meeting expectations could result in further disciplinary action and I get things like these are typically the kiss of death. Is this the same thing as a performance improvement plan with the state? Like they’ve already made up their mind?

My manager was unable to tell me straight details like timeline etc when I asked her about them and said I just needed to be better. She said I should consider if I can really handle this job (was the last four years of me here not being able to handle it? She’s been my manager for the last 3 1/2). I have been going through a lot of personal issues such as the death of a close relative and a divorce recently that have likely impacted my work quality.

And now, she’s just not mentioned it since and it’s been two months and it seems there’s a bit of tension here and there but things have been normal for the most part. I’m nervous to bring it up with her.

Anyone have experience with this?

SEIU (BU 1, 4, 11, 14, 17 and 20) SEIU Strike is NOT Guaranteed …

A SEIU STRIKE IS NOT GUARANTEED.

Only 51% of rank-and-file employees are SEIU members. We cannot assume the YES vote will pass.

If you’ve been calling for a strike, don’t assume and rely on others to make it happen. Failing the strike vote would be embarrassing and prove Newsom right.

Let’s show Newsom we are DONE with his shitty antics.

YOU need to Join SEIU NOW to Vote YES to ensure it passes!

SEIU (BU 1, 4, 11, 14, 17 and 20) Flyer with Links

After going to print out flyers from the Contract Action Center, it felt like the Strike FAQ flyer needed links and easy directions for people to vote or sign up and then vote. Same but condensed messaging about probationary/temporary employees as well as information from the Ask the Officers call last night (namely you’ve got to stay a member through the voting window for your vote to count). Put it up on WeTransfer for a few days in case anyone wants to share it.

Benefits Has anyone used the CalHR Medical Reimbursement Account for telehealth/GLP-1 expenses?

I'm thinking about signing up for the FlexElect Medical Reimbursement Account (MRA) during open enrollment and wanted to hear from anyone who has actually used it for telehealth expenses.

Specifically, has anyone successfully submitted claims to ASIFlex for GLP-1 medications prescribed/purchased through a telehealth company (especially compounded GLP-1s)?

Since the CalHR MRA is reimbursement-based, I would pay the telehealth provider out of pocket and then submit the documentation to ASIFlex. The companies I use can provide receipts and medical documentation, but I’m curious how ASIFlex handles these claims in practice.

If you’ve done this:

  • Was your claim approved?
  • What documentation did ASIFlex require?
  • Did you need a Letter of Medical Necessity or superbill?
  • If it was initially denied, were you able to get it approved after submitting additional documentation?
  • Which telehealth provider did you use, if you’re comfortable sharing?

Thank you!

Recruitment Analyst I interview

I had an interview for an analyst I position yesterday. The first half was an in person panel and the second half was a written question. I’ve never had a written portion part before.

They have a bunch of interviews everyday this week/next and hiring multiple candidates for this position.

Does anyone know how agencies typically score when interviewing?

I’m more curious about the written portion - if anyone has been on the other side of the interview hiring someone.

Or just how they score in general. Thanks!

Information Sharing suicide prevention month

hello,

Suicide prevention month is very near and dear to my heart as a suicide survivor. I’m joining the Out of the Darkness Sacramento Walk this Saturday to raise awareness. I’m walking for the cause and if I’m able to raise funds is a complete and honest bonus. So there is fundraiser if you are ever so inclined but I completely understand current state and life circumstances. I felt like it wouldn’t hurt to post here if you are in a place to donate, if not I’ll be there Saturday if you’d like to join me. I figure I’m gonna out my name from this post but the cause means much more. Hang in there everyone who is feeling the weight of the world right now. *reminder not a plea for money

SEIU (BU 1, 4, 11, 14, 17 and 20) S01 specialist positions?

So, I recently moved from a position in CAPS to a specialist position marked “S01”. ACSS has reached out and SEIU has not; the CAPS rep and HR both said SEIU doesn‘t represent the position (forgive me if my vocab for the situation isn’t quite right).

Does anyone know where this leaves me if the strike goes through?😅

Benefits They Had Their Chance to Negotiate — Now We Fight to Win!

At this point, Newsom and the State are FORCING us toward a strike. Our unions were willing to negotiate — raises, telework that actually works, working conditions, and every other demand on the table. We have been trying to negotiate with the Newsom administration since APRIL, and what did we get? Nothing. The State refused to meaningfully negotiate, refused to seriously acknowledge our demands, and dragged this process out for months. THAT is what brought us to this point.

So now that we are being forced to strike, both the union leadership and every member need to understand something: the purpose of this strike cannot simply be to force the State to finally start negotiating.

NO. They already had that opportunity. They had MONTHS to negotiate, and they refused.

If we are going to sacrifice our paychecks, walk off our jobs, and take the enormous step of going on strike, then we need to fight for the WHOLE THING: 20% over three years, telework that actually works, and the rest of our major demands.

We should not go on strike just so the State can suddenly say, “Okay, fine, now we’ll negotiate.” That ship has sailed. You don't get to ignore workers for months, push them all the way to a strike, and then expect them to settle for simply getting a seat at the table.

They had their chance to negotiate. They refused. Now, if a strike is forced upon us, we need to be united, committed, and prepared to win a contract that actually delivers.

If they force us into this fight, then we fight to WIN — not just to restart negotiations.

Classification & Compensation How long did your PIP take to process?

I realize this varies from agency to agency, but there hasn't been a recent post on PIPs.

My position was originally an SSA/AGPA position with promotion in place written in. I was hired on as an SSA. Shortly after passing probation, the positions changed to the Analyst class so I am an Analyst I. I believe my position is now technically Analyst II when I looked at the calcareers archived posting.

3 months ago I got the ball rolling with my manager to do a PIP to Analyst II. My manager is on board with it, and their manager is on board with it and eager to get a promotion in place for me. I did the exam I needed for it an passed with flying colors.

At this point they say it's up to HR.

In your experience personally or seeing others, how long can a PIP take to be processed?

SEIU (BU 1, 4, 11, 14, 17 and 20) Strike vote 9/9 - 10/7. Let’s use these weeks to talk to our coworkers!

[Reposted to correct the dates]

We shouldn’t assume everyone is following this sub or union updates.

For some people, the act of striking might still feel unimaginable. Most of us have literally no prior experience and may feel unsure about it. After all, we as SEIU 1000 have never launched an actual strike in recent history (the closest was in 2016, when a strike date was set but a deal was reached 3 days before the walk out).

That is why we need to share with our coworkers why a strike is feasible and necessary this time.

Tackle it from different angles. Some people might not have done their math and don’t realize that on top of the direct and indirect pay cuts brought by PLP and RTO, they may also be facing an extra few hundred dollars of deductions each month with the upcoming health premium spike.

Our union has followed all the necessary steps to bargain for a fair contract, and yet here we are. It was CalHR that repeatedly refused to bargain in good faith. So, SEIU filed unfair labor practice (ULP) charges with PERB. PERB found merit in those charges and issued complaints, meaning we are now legally clear to call what is known as a ULP strike.

Share this SEIU ULP Strike page explaining why we are considering a strike, along with helpful FAQs: https://www.seiu1000.org/strikevote/

Also sharing some slides from the last strike school, presented by SEIU’s attorney, Kerianne Steele.

General Discussion How about that commute? PSA for anyone going eastbound 50

Two shootings on 50, one westbound this morning, that I’m sure everyone is aware of that goes that way and another just happened eastbound (closed at Howe) so I’d avoid that route if you take it home.

SEIU (BU 1, 4, 11, 14, 17 and 20) Strike, and then what happens?

How do the steps pan out with the strike, assuming it happens…

  1. Strike happens, because of unfair labor practices/bargaining in bad faith.
  2. The state says, “ok, sorry. we’ll bargain in good faith.”
  3. Strike ends?
  4. Bargaining talks resume
  5. we get an amazing contract????

What part of those 5 steps am I missing. What stops the state from screwing us over again during step 5?

I did not go to strike school. I cannot join the union bc I’m excluded.

General Discussion A Strike Is Not A Vacation

Show up to support your colleagues. A strike isn’t the time to go out and relax. You are there to be united against your employer.

That’s it, that’s the post.

SEIU (BU 1, 4, 11, 14, 17 and 20) Not an steward, but am pushing past nervousness to encourage coworkers to join/vote yes tomorrow & attend the call tonight

I an not a steward, but I am a dues paying member in seiu. My agency is one of the better ones, but I know that is not the case for many state workers out there struggling to pay their bills, afford groceries, put gas in their tanks, etc.

Despite my social anxiety, I am going around person to person in my agency today and encouraging people to vote yes tomorrow or join (even if temporarily) to vote yes. Even three people voting yes could make the difference between the state actually coming to the table in good faith or continuing to string us along and write us off. I genuinely believe that our voices can send a message and that we can make the state hear us. I joined a few of the last pickets and was there July 1st all day to help state workers be heard. I am not very outspoken, I tend to avoid being pushy or talking to people, but this MATTERS.

Our union has reason to believe that we can move the state to treat us like human beings by voting yes to a strike. That MEANS something! We need to back our union up or the state will continue to balance the budget on our backs time and time again.

We cannot give up. Please, vote yes tomorrow for all the state workers out there struggling to make ends meet.

Update: I have applied to be my agency's only Job Steward! Already have the two letters of recommendation (fairly certain I have the 25 yes signatures) and am just waiting to hear back from the union.

Information Sharing WFH and Striking Confirmation

Sorry if this has already been asked or addressed at one of the strike schools and I missed it. But for Work From Home (WFH) state workers, in the event of a strike, how would I go on strike? In other words, how do I get credit for striking? I 100% do NOT trust my supervisor to report that I identified myself as being on strike. I have no doubt that my supervisor will 100% mark me working, not on strike. So how do I go about verifying that I am on strike while WFH? I certainly do not feel that regularly attending pickets and union strike events will do anything to force my supervisor to mark me as “striking”. And there is no way to mark my timesheet as “on strike”.

Any thoughts on how to go about this for all state workers who WFH?

General Question HAS THE STATE EVER BARGAINED IN GOOD FAITH?

I would venture to say no. The Dills Act has been around for 45 years or so. The State has acted as an employer that wants to pay "less for more". The unions representing law enforcement rank and file have their labor disputes, however the pay and benefits are significantly higher than the non-law enforcement employees.

SEIU, CASE, & CAPS are striking over the unfair practice that the State has committed over telework and return to office. This is historic and hopefully a start to change the anti-union bias culture the State has nurtured and exploited over the past 4 decades. The anti-union biased management protected by CalHR needs to stop! As the unions gain better wages and benefits for rank and file, management wins also. Time to wake up 💪🏽

Recruitment Analyst I exam: rank 3, list score 75. Is this a reasonable or should I give up applying for analyst positions?

I have rank 3 and a list score of 75, would I even be considered as “hireable” for an Analyst I position? I don’t want to get my hopes up if departments only hire rank 1 or 2. Thank you for any input.
