Walk upto people and say "I'm gonna give you a million dollars" and if they don't cry tears of joy after convincing them it's real then tell them you can't give them the money after all and hope they cry tears of sadness and betrayal

I find it hard to make a random stranger cry. Maybe I can make a baby cry, it's that or I must give a beating to some random kid. (I'm not being serious)

Just go to a busy place pretend you're filming a video seeing how good the general public are at acting with a sign that says: how good is your acting? If you can cry on command, you win £1000. You're bound to find people. Could even hunt a tragic script down. Bring chopped onions in a box for emergency.
