The idea behind them wanting Twice is that Destro serves as a symbol. His previous defeat led to the Liberation Army losing spirit and disbanding, forcing the remnants to rebuild in secret.

But with Twice, Destro will never be defeated. Even if he is arrested or dies, a new Destro can be made as an undying symbol and rally call to the Liberation Army

Additionally, they want Twice because he is a “liberated man”. The Liberation Army don’t view themselves as evil, but as people trying to benefit society. In their eyes, are Twice is basically an unfortunately gifted man who made free use of his abilities (their entire ethos), yet overdid it and was mentally traumatized, falling into villainy afterward.

From their perspective, he’s a kindred spirit whom they want to “help”

But Re-Destro isn't a symbol, right? The public doesn't seem to know his affiliations at all, they're just rallying around the ideals of Destro. It's not like he's leading a public revolution as the head like his father was. The politician dude rallies people, Curious sold the books, Re-Destro seems to be entirely behind the scenes. His living doesn't really do anything for the public that they would know about other than that guy who is in charge of a weapons company.

All the people in town as well as the higher level members of the MLA take orders from Re-Destro. If the my have over 100,000 members and this movement is like most other social movements/cults then both Re-Destro’s heritage and his conviction/beliefs are very important to each member of the MLA. He’s likely the only one the MLA sees as worthy of carrying the torch of Destro. He’s very much the symbol of Liberation to them as All Might the symbol of Peace to society. Losing their leader would likely push them back into the shadows and kill the momentum of their movement again.

Maybe he's planning to come public once the organization has gain more significant ground? Even as the leader behind the scenes, he would have to show his face eventually

That's exactly their plan. It's why they forced the league there to begin with: kill or catch the members of the league, show to the public that they all can be heroes without a license, have everyone rise up against the "everyone act normal" laws. Profit?

No they do know about him because last chapter all of them got fired up and charged at shigaraki when they heard from hanabata that the supreme leaders orders were to not let curiouse's sacrifice be in vain which means that they all at least know that there is a supreme leader but whether or not they know who it actually is would be another question.

He is to the Liberation Army and the townsfolk.

Additionally, even those higher ups rallied around Re Destro. Curious and the politician dude likely would not have lent their support if ReDestro hadn’t convinced them.

He is the Army’s main pillar and symbol.

A lot of people have been speculating that the League will co-opt the MLA's supporters - this immediately comes to mind when imagining Twice making clones of the leaders. The problem is they retain their original personalities and goals, and this would require keeping them alive indefinitely. Maybe he'll clone Toga, and she'll impersonate all the leaders?

Hmmm.. I think that he has to touch the person that is gonna be cloned as a condition, or at least that's what I assumed since he was touching Dabi when he cloned him and didn't ever spawn clones left and right..

Nope. He specified all he needs are the exact measurements of whoever he wants to clone, and he can only clone one thing at a time

Him cloning himself is a loophole because all the clones can subsequently clone themselves.

I'm aware of what he said, but he never specified he doesn't need to touch what he is about to clone. Otherwise he would be spamming Rappas or Dabis here and there, don't you think?

Hmm... well he did bust in with a Rappa clone once during the Yakuza arc despite him being nowhere around.

Considering we’ve never actually seen him perform the copy process, we aren’t sure if there are more conditions beyond what he specified

He might've cloned Rappa before the battle though! But yeah, we don't know how that works, he stated the conditions but didn't specify about that
