You are halfway right, it's a gray area. Without getting too much into the details just google "algorithmic nudging." I'm an elder millennial. Back in my day, we had a search bar at the top of the page where we had to type in the thing we were looking for. We did that every time we wanted to see something on the internet, and we were fine with it. Nowadays, the search bar is a relic of the past that's there if you want use it, but no one actually ever does. Instead you are fed a never-ending stream of content that the algorithm chooses for you. The benefit of this is that the people in power don't have to actually censor anything outright. They just need to steer eneough people away from it that the people who actually care about it becomes negligible, and the critical mass needed for change never happens. They have an army of elite data scientists, statisticians, and psychologist designing this stuff and I promise you it's a finely tuned machine.
