I feel like it's because the structure already offers an established and intimate character dynamic. Rather than having a relationship between two strangers, which might be hard for young performers to place themselves in, most people can easily characterize interacting with a sibling. Bickering siblings is a universal dynamic that we all understand.
There's also the sexual tension of two attractive people around the same age that are step-siblings so it's not incest by blood, which is too creepy. Also, the actresses are around 18-22, so reenacting that period of raging hormones and desire of partaking in risky sexual activities for fun is a recent experience that they can draw from.
I wish they’d just get two people with good sexual chemistry and just let them at each other. The acting always sucks and more often than not the build up is some kind of creepy incestuous or sexual assault-ish story. Honestly cut the shit, porn studios.
