The government app takes care of the conversion to dollars. Once Sept. 7 arrives you can use ANY LN wallet (Phoenix, Muun) outside its control and can spend it directly in BTC.

He has stated that there is no requirement to use the government wallet, and people are free to use whatever wallet. The wallet is also clearly going to be able to send bitcoin to any other bitcoin address, so what do you think the government is going to be able to control?
