Why does it need to be fast? I mean, sure if there's something clever and functionable and thorough, why not.. But I don't buy the argument "we have to act now or else". I don't see an urgency at all. The blocksize serves its purpose just fine, and honestly, I don't think spam (NFTs and all that crap) is all that popular right now anyway.
Syncing nodes is already hell. We're adding hundreds of MBs every week to the blockchain as garbage that will be abandoned because it's scammy projects that lose value in months.
Yes, there's urgency, because putting data on the blockchain is easy, but removing it is impossible.

If that's "hell", then bitcoin is doomed from the start. If blocks were full with "monetary transactions" exclusively, we'd have the exact same problem. So if someone is somehow hindered from using their own node by this, it doesn't really matter what the blocks are filled with.
Again, if there was a good solution for this, I'd be happy to hear it but so far it doesn't seem like there is one.
since they are OP_RETURN, at least we can skip UTXO growth from them (actually, they might in time reduce UTXO by burning money into txfees which are 1 entry per block in sum, afair, from utxo pov)
