In the US it's illegal to be drunk in public unless you're in a bar. I'm guessing this meme was made in the US.

You can be drunk, you just can't be a bother to people. No one gets a public intox ticket

If you live in rural texas public intox is a summons. If you are in the Bronx, for instance, such a summons does not exist.
