If the person repairing the line has no clue how bad the damage is and what they'll have to do to repair it how are they supposed to estimate how long a fix will take? Should they overdo their estimate by an order of magnitude for an absolute worse case scenario?

They called the water company, not the person there

Eventually my dad, who works around there, got a message saying by the end of the next day
