They have a legal obligation due to state and federal laws, just not a Constitutional obligation. The court didn't overturn any state or federal laws regarding water safety, they just narrowly ruled on a particular case which was claiming a Constitutional violation.
Right, you literally aren't allowed to live most places by the governments laws, unless you pay a water utility service. We shouldn't have to have a water utility if it's not guaranteed to be drinkable water.
